I think there is a certain amount of people who "live" in Zug as in renting a place and have their official address there. That does not mean they are commuting. I personally know Swiss people who have a room in a shared apartment in Zug and pay their taxes there and on top of it have a flat in Zurich. I've been told that Zurich city even randomly checks if people who claim to be "Wochenaufenthalter" are at their Zurich flat on Saturdays...

Zurich reported as the most expensive

There are many jobs in Canton Zug for its small size. Siemens, Johnson & Johnson, Amgen, Glencore...Of course there are also many people who live in Zug because of the lower taxes. Who wouldn't do it if the savings are worth it?

It's not only rich people who live in Zug, the majority is medium class. And if you feel bored, take the train and in 22 minutes you are at Zürich HB.
