Italian bureaucracy makes the Swiss look like amateurs.
Plus, gas costs too much, and the north is almost as expensive as Switzerland.
But how much "bureaucracy" and "fuel prices" influence your "quality of life"? How many times per year you need to deal with bureaucracy? And how much you have to drive so that the more expensive fuel would harm your quality of life?
Anyway, I think Italy is bad for young people because the very high taxes destroy wealth and consequently crush salaries and increase unemployment. But for the retired with a good pension or someone on a management salary or owner of a successful business, there is little to complain about it.
LOL if you are non Italian and not a perfect Italian speaker- try and deal with admin to buy a house and get planning permission for alterations, etc- and see what happens Several books written on the subject- or deal with insurance, health care, taxes, etc, etc.
