Define "at war".

For instance, the US had declared war on Germany during WW2 but there's no explicit peace treaty. The 2+4 treaty from 1990 is considered to take that role but that means the declaration of war was in place until that time (though obviously frozen). Does that mean, considering this case alone, that the US were at war all those years?

At war - meaning in a state of dispair, pushing people out, to run for their life.

Meaning both the US and USSR/Russia have been and are among the most peaceful countries post-WW2. Doesn't really ring true for me, in fact they're anything but.
