Still being somewhat in fraud mode ( because of this https://www.englishforum.ch/forum-su...ty-breach.html ), I would actually really recommend checking if the bill is indeed the official SERAFE bill.
I remember a fraud in Germany where some guys printed bills which looked 1:1 like the German SERAFE equivalent, but the bill included an instruction to pay into an anonymous prepaid credit card.
They just dropped this "bill" into 100s of letterboxes, and apparently their cards did get topped up quite a bit (and the money was already spent before suspicion arose).

P's me off.
Until now I was totally paper free with Billag - all bills paid electronically - nothing in the mailbox - so one of those unwanted things that sorts itself out.
Like taxes and dying, Billag is inevitable.
Now I get a paper letter addressed not only to me but also to my daughter, stating we are both liable to pay extortionate costs for this truly shxt service, that we never use (don't even have a TV).
The name on the envelope just wanted to make me discard it with any other unwanted junk flyers. Only opened it because it had all occupants named.
Otherwise with the name SERAFE it would have immediately gone unopened into the bin.
Know that there's there's no recourse, but it get's my hackles up.

Quick question: I got my first Serafe bill, 30.4 CHF, covering 01.01 to 31.01. Then I guess after that I will get a bill for one year, however, I am moving out of the flat on the 15.02. Does this mean that I have to pay one full year just for 15 days? Or will this count towards the bill I will have to pay on my new place?

If no I would just ignore it.
If yes, I would ask someone who speaks Rumansch (an official language in Switzerland) to explain the matter, in Rumansch, and send it to the Commune in a Recommandé letter.
After that, sit back, relax and wait until
1) receiving a proper bill OR
2) being summoned to court

On the other hand, I don't think you're obliged to report errors about the data for other people, although it might be a good idea to do so.

Can any Group 3 householder confirm what bill they received for Jan + Feb?

You can select direct deposit (LSV), ebill and continue on the paperless route. Looks like they don’t have their shit together and didn’t transfer payment method from billig.
