But check the names that appear at the bottom of the letter above the payment slip. A number of cantons have issues where 1 person in the block of flats got a bill with all the tenants names on...so even though you still only pay the same all the rest of the tenants will get it for free

Yes, fully aware of this. And it is exactly this which guarantees chaos. They pass on this data what, once a year let's say, to this new company dealing with it? That is just asking for trouble as the data is never ever going to be up to date.
Moreover, as my experience and press articles are showing, the data they are passing on is not only out of date but also mixed up and incorrect.

My guess is that beginning Feb you'll receive a 365 CHUFFs bill.

Thank you, that explains why I got one for 2 months, and saves me the bother of translating that leaflet that came with it. So I should expect my 1 year bill in March.

I remember a fraud in Germany where some guys printed bills which looked 1:1 like the German SERAFE equivalent, but the bill included an instruction to pay into an anonymous prepaid credit card.


They just dropped this "bill" into 100s of letterboxes, and apparently their cards did get topped up quite a bit (and the money was already spent before suspicion arose).

Since they are using the data provided by the Communal Registers, affected customers are told by Serafe to contact their commune to request corrections. Many communes report that they are submerged by such requests...

Quick question: I got my first Serafe bill, 30.4 CHF, covering 01.01 to 31.01. Then I guess after that I will get a bill for one year, however, I am moving out of the flat on the 15.02. Does this mean that I have to pay one full year just for 15 days? Or will this count towards the bill I will have to pay on my new place?

If no I would just ignore it.

If yes, I would ask someone who speaks Rumansch (an official language in Switzerland) to explain the matter, in Rumansch, and send it to the Commune in a Recommandé letter.

In principle there is a fine of up to CHF 5000 for not announcing your arrival, departure or even change of address within a commune to the authorities. On the other hand, I don't think you're obliged to report errors about the data for other people, although it might be a good idea to do so.

If the members of your household are all moving to the new address, they should continue to be covered by the bill that you pay on 1 Feb.

Well, it shows that some communes are doing a really lousy job.
I'm surprised they publicly admit that instead of just quietly correct the mistakes and check what's wrong with their staff.

Are Serafe billing 365/12 = CHF 30.41 per month, instead of 365/365 = CHF 1 per day, the charge indicated on their website?

Surely Group 3 households are not being charged (2 x 30.41) = CHF 60.82 for Jan + Feb 2019, instead of (31 + 28) = CHF 59? If they are, the excess of CHF 1.82, multiplied by (3,600,000/12) = 300,000 Group 3 households, would make a tidy excess charge of CHF 546,000.

Because it’s a new service, there is probably a paper bill the first time. You can select direct deposit (LSV), ebill and continue on the paperless route. Looks like they don’t have their shit together and didn’t transfer payment method from billig.
