What does this sell?

So I'm walking by altstetten (near where there was the shooting today), and see this vending machine while waiting for the tram.

It catches my eye as one of the few words I remember from in a the hospital in Frankfurt is injection.

Does this sell Syringes? But the rest says alcohol something? And the bottom ones say empa, which looks to be a pharmacy company... so supporting the syringe theory. Google translate isn't helping.

My guess is syringes for drugs, or maybe epipen type stuff? Glucose? There's aspartame on the list according to google...

It's selling:
2 syringes with filter
2 drain tubes
2 alcohol-based swipes
2 portions of ascorbic acid (vitamin c)

It's basically a distributor for drug addicts, so that they have access to clean and sterile syringes.

Basically, Switzerland was/is very pro-active when dealing with drug addicts. After the massive surge of drug addicts in the 80s, they implemented a program which distributed clean drugs and syringes to addicts. They've been ample reports on it. Here's one:

A similar set (this one including a condom) costs 3.- in St. Gallen. It's probably not completely gratis to keep vandals from emptying the machines out of pure malice. Here's the equivalent in Thurgau: 3.- for a set, 1.- for a condom.

The main fear that led to resistance against anonymous dispensers was that it may actually lead to increased abuse. However that's not the case (chart until 2008 only, article in German) as cocaine abuse is roughly stable whereas heroine abuse appears to have actually fallen by 50% or more since the '90ies.

Europe has learned the lesson of the unwinnable war on drugs because against its own population. What can be done is, cope with it and reduce human suffering. Coupled with the fight against the preconditions, circumstances that increasingly lead to drug abuse, I think we're doing fairly well. Perhaps the US should alter course and follow a similar approach, Mexico could certainly use some relief.

On a related note, there appears an even bigger time bomb ticking in the US in the form of legal prescription opioid drugs. According to NIH opioid drug prescriptions in the US have tripled from 1991 to 2013. Almost all hydrocodone (e.g., Vicodin) and 81 percent for oxycodone (e.g., Percocet) sold worldwide is consumed in the US.

Overdose deaths from prescription opioid pain relievers have quadrupled from 1999 to 2015. In 2010 prescription opioid overdoses killed 16,651 people in the United States. According to the CDC and including illegal drugs, in 2015 91 people died each and every day from opioid overdose - that's 33'215 in total, some 10% more than all gun deaths.

For CH, the 2010 death rate from prescription opioid drugs would mean about 400 deaths caused by prescription opioid pain drugs alone whereas the total death toll from all drugs was 130 deaths in 2013. The top in CH was reached in the '90ies, e.g. 400 deaths by drugs in 1994, roughly the death rate caused by prescription opioids in the US today.

I think we should be most welcoming to the general ban on drug ads in western Europe. There can be no doubt seeing a tv ad for opioids increases demand, laying the basis for the sufferings hidden behind the numbers above. While this may be just one of multiple factors I have no doubt this is major, perhaps by far the most important factor.
