Define friendship...

Sure, it's easier in e.g. US or even Australia, but then again everybody tells you they "love you lots" and you're "a superclose friend" after meeting twice (I spent and still spend a ton of time in especially the US so this isn't just some prejudice). That's not even to mention Latin cultures, which are different, generally speaking, and, for example, physically more expressive.

But just because it's easier to start a conversation or someone hugs you three seconds in or they are more relaxed about making plans to hang out or whatever doesn't necessarily mean you're friends (yet).

No argument on the Swiss in general though, they are not easy to get to and yes, it is difficult to build friendships. They are not unfriendly (at least not more or less than others), but for sure tend to be reserved and private. It's not impossible to make friends of course, just takes longer. I'm Swiss, most my friends are not, and they live in Switzerland or elsewhere, so I'm proof that you can indeed make friends with a Swiss even if you yourself are not Swiss.

I'm not sure why this is news, it should be common knowledge by now that the Swiss aren't known for extrovert-I-love-everyone-behavior.

I find it interesting that Norway, another country that is high up there on the happiest and best places to live in the World has a friend-making / inter-communication mentality very similar to the Swiss.

I do think it's down to quality and not quantity, which can be extremely hard, but worthwhile if found.
