Need help deciphering AGE bill in Ticino

Hello all, I recently noticed that AGE bills (water, gas and electric) appear to overlap in reference to time frame. One bill might give a period reference of six months and another references three months within that six month period.
An example would be:
Bill 1- Period is 1.1.2018 to 30.6.2018
Bill 2- Period is 1.1.2018 to 31.3.2018
Can someone explain why it appears that we're being charged twice for what appears to be a 3 month period of time.

Didn't bill 2 arrive before bill 1?

If that's the case they increase the timeframe as time passes. Otherwise the best thing to would be to uplad anonymised scans.
