For me (as it sounds so), it is someone against on grounds of harm if taken , and actively discourages others to take.
I'd say it's someone who is against vaccinations, particularly when regarding vaccinations for their children.

Personally, I believe a lot of this has been brought about by 'research' which was published in the 70s and 80s, and which has since been absolutely discredited, but is still prevalent in the public domain. After the thalidomide scandal, it's understandable that parents were concerned.

My mum was accused of being an anti-vaxxer a few times despite it being our family doctor who advised that I shouldn't have further vaccination based upon severe reactions to the ones I had as a baby. We lived a mile from the doctor's surgery, and each time I had a vaccination, before she'd got me home, I was screaming crying and covered in a rash from head to toe. For me, and many people like me, mRNA technology is potentially lifesaving.

Unlucky for Lindsey Graham to make it into that 1%

You're completely right though, this article sums up the general appalling nature of Covid reporting in the US throughout this pandemic. The Delta wave has barely gotten going and they're making such bold proclamations again looking backwards rather than forwards and ignoring what's been seen in the UK, Israel, Iceland and basically any country with a high vaccination rate.

Here's a good commentary on the latest developments which also touches on the irresponsible reporting in the US.

Lessons, cautionary tales from Israel on the pandemic’s next stage

The problem for the US is while some states are in a position where they could ride out a delta wave fine, it might be pretty bad in some places - the deep south especially.

I don't know about IL or IS, but GB has the reverse kind of distribution of vaccine takeup to the US (and indeed CH) - the takeup being lowest in young urban centres - who can probably live with the disease better than the average person from Mississippi or Alabama who has refused the vaccine.

Well, at least vaccinations are trending up again in the US, also in the Deep South. Just in time for the next surge.
