The fact remains, though, that masks such as those are only intended to stop an infected person contaminating their immediate surroundings via droplets from coughing or breathing.
They don't really protect the wearer at all, and those governments issuing them to the public are really only doing so to be seen to be doing something...

From the press conference if I got that right:
- no closing of borders as of yet
- situation normal for the time being
- new case may or may not be patient zero depending on who he may have infected
- travel to Northern Italy is ok but you have to check that whatever town your visiting isn't under quarantine
But my German isn't as good as it used to be, hopefully one of you has a better lowdown on this.
Also the Ticino authorities will be holding a press conference later today (the second in two days!)

And closing the borders would almost be symbolic, go 100 meters to the left or right and you can completely unnoticed go through the forest. Same reason why the lock-up of the small Italian region is not working. (read an article about a guy who just walked outside to another town to get pasta because the store in his locked up town was sold out :P )

Masks do not really expire.
I have never used them anyway but I saw people in public who had. Just in belief that it can protect one, but like with any contagious diseases, when there is pandemic, this sort of precaution can do very little IMO.
