Strictly speaking, immediate means today. The news you quoted mention a press conference for Thursday morning. However, considering how a wave of cases/deaths is a 6-8 weeks thing, 3 days is immediate. I guess the guy is there because has a much better command of language that me, but the sick people are still there.

Some relevant numbers about hotel nights during summer 2020 in Switzerland. Don't worry too much about your favorite spot in Graubunden: hotel stays grew 0.9% compared to 2019. Albeit, business travel is on the ICU: ZH -73%, GE -78% of hotel stays. GE starts to open up again. Confirms restraunts will reopen 10 December. Late night dining remains restricted except for new years eve when up til 1 am is authorised. From 23 Dec-3 Jan. family gatherings will be authorised up to 10 persons. However current other restrictions on gatherings up to 5 remain in place.
GE, VD, and other romande cantons open cinémas and théâtres from 19 Dec.
VD increases capacity of testing. (personal comment--not sure what good it does as they gave up on all test, track, and trace months ago when the slightest blip of second wave on horizon)
