Can't find any numbers but I would imagine in a canton of 350K people, 4,000 is a pretty hefty share of the total healthcare personnel. Total for the whole of Switzerland seems to be about 180,000, if proportionate to population that would indicate maybe 7,500 in total in Ti.
That's hospital employees only.

Elderly homes (Altersheime) and Spitex (help for those still living in their home) add another 96k and 24k, respectively. Doc offices make up for an additional 15k docs, however they employ no supporting staff according to the official statistics booklet. Make of that what you will, no idea whether they're included in the 15k or left out altogether.

So in total you get around 315k (plus supporting staff in Doc offices to the extent they're not counted already).

If I had to guess I'd say that Ticino has an above-average number of elderly homes and the likes due to its relatively warm climate, which may help explain the factor of 4 instead of the ~2 that's to be expected from these numbers alone.
