Absolutely. I'm sure tons of people are scared to get a heavy fine for rinsing their car with water in the street.
While most - apart from silly me of course - know for sure that the only reason they don't "understand" sign language is because it must be in a language they don't speak.

You said washing the car in the street is forbidden. That's just plain false, full stop.

That leaves you with two options:
Own your error, or try to wiggle your way out of it. Only one would have spoken for you.
