LOL, that actually crossed my mind too. Is there a "right to be forgotten" in real life?

Lugano pirate could also put them all up on the house wall, with a title "ha vissuto qui". One of them is bound to become famous one day.

It is common in Quebec too, the garbage police.everyone knows it. Don't put the wrong trash out at the wrong time at the wrong place, or you will get fined. It is considered littering, which is illegal. Anything that identifies you shouldn't get thrown in trash, it could lead to identity theft, not just garbage fines.
There is a paid service available in most big cities that separates the (recyclable) trash for you.

Moral of the story buy a paper shredder never put anything in the rubbish that identifies you (mainly for identity theft), oh, and make sure you use the correct bags/rubbish stickers.

For the city of Zurich the following applies:

Art. 27 Verordnung für die Abfallbewirtschaftung in der Stadt Zürich
1 ERZ  ist  berechtigt,  Abfallbehältnisse  zu  Kontrollzwecken  zu 
öffnen. Dies insbesondere dann, wenn Abfälle unsachgemäss
oder widerrechtlich abgelagert oder entsorgt werden.

In other words, the "ERZ Entsorgung + Recycling Zürich" is entitled to go through your garbage.
Your mileage on whether the landlord is entitled to do so may vary.

Well, this thing works both ways.
All that's needed to frame someone annoying would be to get a typical spammy piece with a name on (coop news anyone?) and then put it alongside a tonne of glass and paper in a non-descript black bin bag.

Get the bowl of popcorn and watch the sparks fly...

Question: how legal is it to open a package that someone has thrown away?
Answer: 100% legal, especially if you're littering, or suspected of littering.

If anyone is worried about the protection of the confidentiality of anything in the garbage...destroy it before tossing in the garbage.

I guess I'm now contributing to extending the thread?

Absolutely illegal by anybody except the employees of the refuse incineration plant.

Are you trolling or what? What do you think it can happen?

And I don't believe a second you didn't know or realised that you have to put your garbage in a special bag and not just an ordinary bag you happen to have in your home. Yes, they are expensive and people think they can outsmart authorities, guess what - I hope they increase the fines so much till the last moron on earth gets that disposing trash randomly will get them in trouble.
