I've been living in Chicago through this and agree it's a little confusing. The last set of quarantine restrictions refer to only people going to stay downtown or in a handful of badly affected areas. I was living in Western Suburbs and did not need to quarantine after a trip to California a few weeks ago.
In other words it depends where you're going to be staying when you get there. Pritzker has done a pretty good job throughout the crisis imho.
I emailed CDC to clarify this before I traveled and they responded next day, so use that if not sure: https://www.cdc.gov/quarantine/stations/chicago.html

My last day of quarantine here in Zurich; I never received a call from the authorities but my OH did when he did his quarantine in July. Needless to say, tomorrow cannot come soon enough
I just checked the BAG website and it says roughly 5,300 people in Switzerland are currently in quarantine for travel related reasons.

Well today marks the last day of my ( so called ) Quarantine period after entering the UK from Spain which is not on the UK's
( inc the 4 home nations ) safe travel corridor list.
Suffice to say at no stage during my first 2 weeks in the UK has anyone ever come 'knocking on my door' to check whether
I have been adhering to the Quarantine rules and at no stage has anyone phoned or sent me an SMS message to ask
the same question.
No doubt I'm not amongst the 1 in 5 travellers from abroad who UK govt England admit are the ones that are ever 'checked up'
to see whether they are following the Quarantine rules.
Suffice to say - I'm not impressed !!
Apparently of the 'four home nations' only Nicola Sturgeon's Scots Nats Govt promises a 100 per cent check that
travellers to Scotland are following the Quarantine rules during their 14 day self-isolation period.

There is mention of others getting caught breaking quarantine. Hopefully this encourages those who considered it that it is not worth it and it's a meaningful social responsibility.

I called ahead of my quarantine and was told I could not step outside for ANY reason (not even to use our garden  )
I recommend calling your Gemeinde and asking their advice.
I completely agree with you and 3Wishes and feel as though the restrictions on those coming form supposed "high risk" countries/areas are over the top. Considering that the increase in infections since June has been in the 20-29 year old age bracket in Zurich at least, why are bars and after hours clubs still open here (which 20-29 year olds tend to frequent)?
It just seems a little inconsistent to "punish"/quarantine those coming from "high risk" countries (almost 60 countries at last count - and that doesn't include the areas in France or Austria), while 20-29 year olds can "whoop it up" at bars and nightclubs without a care in the world. Somethings seems amiss here...
I believe one should be able to walk their dog and avoid others at all cost - just like we did at the beginning of the pandemic.

I did the same in Zurich (called ahead), and was told the same.
I can completely understand all the requirements for quarantine etc. but not being able to even go outside for 10 days is frankly ridiculous. When I go for a walk it's just me, I don't talk to anyone, and I am happy to avoid going into shops etc.
But after day 3 of pacing up and down inside this small flat... it's just stupid.
How the hell do families cope?

Funny thing is, doctors (at least in Geneva canton), when coming from country on quarantine list, are *still* required to go to work, no automated quarantine.
Same if they are utterly sick - go for covid swab, and right back to work seeing patients till you receive results. Wouldn't believe it if affected doctors didn't tell me themselves.
