A, ahem, friend of mine avoided quarantine recently for both the UK and Switzerland by via flying via a third country which was still open to both CH and UK. So long as Switzerland retain the policy of keeping the border with neighboring regions open this will always be a possibility for incoming travel.

The Swiss approach relies heavily on the integrity of the travellers and there will always be people seeking to by-pass the rules.

It looks like the band-aid solutions to make people feel better about themselves reduced air travel by half, to be precise -88% back on April and -56% during the 2 first weeks of October.
It seems 50+% of the regular travellers care about 10-14 days quarantine, not getting paid if you're on quarantine and don't show up to work or getting stuck in another country if borders are closed, cancelled flights, etc.
