I wasn’t referring to those people.
It’s all the other people who need the PCR test or proof of residence that they weren’t sure of.
Theoretically they’d have to stop and check every car crossing the border and that’s going to take a lot of time and effort and lead to serious tailbacks at the borders at peak times.

Yes, of course. And yet, the majority of frontaliers will be going from France to CH and peak times like 6.30-8.30- then return from CH to France, again peak time between 16.00-17.30 ish.

People going shopping (if it is allowed) or visit family (if it is allowed) will do so outside peak frontaliers time- so that should ease things.

I don’t think you do need a test actually. If you follow the questionnaire on the foreign ministry website it give you a few pages of info on the rules and it says that if you can’t get a test before entering, you need to take one in Italy with 48 hours. It also says you don’t need one at all if you are returning within 5 days.

I can imagine the border guards getting pretty pissed off pretty quickly if they have to check paperwork for everyone going shopping.

Visiting family or the dentist or the doctor could be seen as essential travel, shopping not so much.
No guards on either side of the Geneva crossings today, expect it'll be chaos tomorrow morning though.

Suspect they'll simply be letting cars with local plates though without much fuss, but be checking anyone coming from further away. So the Vaudois who're living undeclared on the french side of the border and still driving VD-plated cars will have some explaining to do!

it hasn't changed from orange or red periods.

the reason is the easy bit surely? it's self declaration. i don't believe the border guards have the authority to question your self declaration. if you say it's urgent, they have to accept that unless you manage to give a really crap excuse.

My wife just read the original Italian, and based on that and her previous conversations with Italian border dudes:

a) with a test, you can go for any reason

b) without a test, only for business, your OWN health reasons, or family emergencies, max 5 days

That’s how I interpreted it too.. ‘Business’ is pretty open ended though. I believe ‘study’ is also acceptable.
