Thanks for the info.

You really ought to change the thread title to winter tyres rather than snow tyres as winter tyres is the correct term.

Does that not say 'Fit 4 winter tyres OR carry chains'.
The warning also seems to say that 'all season tyres with M+S are not winter tyres' but I've just had a set fitted that have M+S and the Alpine/3 peak symbol, so they 'are' winter tyres as far as the law and EU regulation are concerned.

If they have the Alpine 3 peak symbol they are acceptable winter tyres.

Re: Winter tyres mandatory in France from 1 November 2021

so do you need both winter tires and chains? It's more than the usual winter equipment requirement?

less likely and a legal requirement isn't proportional to the need after easter really.

The point is forcing people to buy winter tires, whem they have already spent the money it's likely they'll also mount them when appropriate, without the government having to tell them the exact date.

If one goal of the law is to reduce congestion on mountain roads then November until April is fine for the peak traffic period - the main part of the ski season.

No, not confusing, at least for Swiss residents. You will need winter tires to cross the border from November to March. I doubt anything will change in practice other than your liability will increase if you drive on inadequate tires and have an accident.

I don't understand your post. The text says <<will have to draw up a list of communes in which a vehicle equipment becomes mandatory in winter>> so it will be different from commune to commune. And not all border crossings from here to France are alpine. So one needs to study where they're going, which communes they pass on the way there to find out whether it's mandatory.

The only thing which makes it easier for the Swiss is that the average Swiss has winter tires mounted anyway. (Even in summer like me this year )

It seems every department bordering Switzerland are on the list. So any commune along the border could have the requirements. So it’s easy, don’t drive into France with inadequate tires from November to March.

Simpler again, don't drive here with inadequate tyres from November to March.

I think it will have more of an impact on the Benelux and the Spanish car owners.
I know they're not mandatory here, but I know of very few people outside of Ticino who don't use them.

The grammar in that service public message is appaling.

But the takeaway, logically, is that any M*S marking indicates a sufficient tire, regardless of whether there is the Alpine 3 peak symbol. Parsing the logical conditions:
Winter tires are identified by {one of the markings « M+S », « M.S » or « M&S »} or by the joint presence of {the « alpine symbol » and [one of the markings « M+S », « M.S » or « M&S »]}..
I.e. it looks like they are straining to say that the Alpine 3 peak symbol does not disqualify a M*S tire as a winter tire.

Then this: "In winter, depending on the weather, you can use studded or studded tires." I presume one of these is meant to say unstudded. For the dreaded pneus cloutés are allowed during the same period as the new rule, if there is enough snow or ice.

https://www.1001pneus.fr/legislation-pneu-hiver

As for where this will apply, a first guess is that this will be automatic in communes above 1000 m, but that could go down to 700 m along the Jura and Alps borders (600 m in the Vosges). The French do like their associations of mountainous communes...

https://www.anem.fr/classement-montagne/
https://www.anmsm.fr/l-association/qui-sommes-nous
In which case pretty much every passage from Romandie to France will be affected, except perhaps the A41.

But then, given that the government chickened out on requiring pollution and roadworthiness checks for motorcycles, I think that a few gilet jaune demonstrations or even a bit of grumbling will bury the tire measure in practice.

LOL. Maybe wear a gilet jaune while driving with summer tires?

I suspect this one will stick. The locals, who would never think of driving on summer tires in the winter, hate the foreigners (Brits, Dutch, Belgiums, etc) who don't. And some of those that think 4 wheel drive equates to 4 wheel stop.

I think this is a very good idea, for locations that are regularly below 5 degrees in the Winter.

So picking out the details.
Passenger cars and what looks like people carriers and eg: VW transporters:

“1 ° For M1 and N1 category vehicles: the possession of removable non-slip devices enabling at least two driving wheels to be fitted or the wearing, on at least two wheels of each axle, of“ winter ”tires;

V. of Article D. 314-8 of the Highway Code is replaced by the following provisions:
“V.- For the application of this article,“ winter ”tires are identified by the joint presence of the marking of the “Alpine symbol” and one of the markings “M + S”, “M. S” or “M & S”. "

So that means the Brits will have to fit proper winter rated tyres or 'chain up' when they reach the zone, snow or not?
