In all languages, at least in principle, "attributes" coming upon "IS" are adjectives, as IS (to be) usually (exceptions exist) is NOT a "real" verb, and in some languages even is omitted, at least in the present tense

Right you are of course when saying that a statement like "staying in the outdoors" makes it a noun, at least in practical terms. DB may give the theory about it.

Back to smoking in the HB. I right yesterday was there and checked the main-hall. First of all, the total number of smokers was, at around 10pm, fairly small. And second, thanks to the fresh air coming in from all sides, there was no "smell" around. So that I daresay that this is not a matter of priority. Even if I hope that SBB will do something about smoking in railstations.

"Backward places" ? I mean, Cantons were restaurants of 10meters x 8 meters can declare themselves as "smokers places" indeed are backwards

Yer man menace is absolutely correct - "outdoors" is an adverb and a noun.

If one wanted an adjective, one would use the word "outdoor".

One Beiz claims evening takings have fallen from 1500CHF to 100CHF

While I doubt the figures given as not what you really can see, I have to point out that a "Fumoir on wheels" (for instance in a camping-mobile) is NOT a "trick" but a solution.

There may also be an adjustment period for diners/partiers.

Where I am (very far away), we have had no smoking in restaurants for a few years - and that includes in the restaurant bars. I don't know how the smokers do it, but they don't even congregate outside and smoke. They just appear to dine or drink at the bar without needing to smoke as they normally would... and the restaurants are full during business hours.

I think the percentage of smokers has decreased in time as a result of these bans. That's the goal, I suppose?

if you are wrong about something do you:

a. make a joke about it and fess up
b. keep quiet about it and hope nobody says more on the matter
c. refuse to accept you are wrong and come up with the most ridiculous arguments to try to prove you are right all along - perhaps using techniques such as 're-framing the question', 'changing the subject', 'using obscure and pedantic definitions' or 'redefining the common meaning of words to something which suits your argument'.

Well how do things look where you are.
Where i live there are 8 restaurants within 2Km radius.

2 have closed claiming the combined effects of the change in blood alcohol level of drivers & the no smoking rule. The buildings remain empty. 2 more restaurants are unlikely to survive the winter...
3 of the remaining restaurants also do Bed & breakfast which gives them a good foundation.

One disappointment I have is that I thought restaurants would smell much better without smoke but now many of them have strong cooking smells; mostly cooking oil smell.

Hi,

well in Basel it is still a work in progress. A lot of places have implemented the law and the places I go to regularly have, unsurprising seen very little change to the number of customers and if any change it has been an increase in people. The main difference being it is much more enjoyable to be there.

Sadly there are about 100 bars in Basel who count themselves as part of Fümoar where you can pay 10 CHF to be member so that in any of these bars you are can enjoy the pleasure of sitting in a smokey environment.

I believe there is already a legal process planned to challenge the legitimacy of Fuemoar but naturally this will take time.

In the meantime Basel is still in a limbo stage.
