How to encourage a Swiss man to ask you out

Tipycall situation:

huge office building, crowd of people and collegues.

The woman catches the man staring at her and she stares back. Since then they watch each other every time they meet.

Besides this, nothing more happens, though it's quite difficult to make it happen as surrounded by collegues (in another country, with another nationality it wouldn't be a problem).

How do you make the Swiss guy understand that it would be fantastic if he would step forward and ask you out for a drink?

Give him a casual compliment when you pass him in the office next time e.g. "Hey...I like your ear ring" or "wow....which shampoo do you use....your hair is so..so...Swiss".

Ask him out and offer to pay for the meal. You'll be paying for your half anyway, and he'll just be picking at his fitnessteller and chainsmoking so it's not much of a stretch.

you work in the same office..
do you have any mutual friends.. maybe you can ask them to arrange a night out... just a group of you as friends so there is no tension

then after a few drinks you can pounce

Can you put yourself in a situation where you're not surrounded by a crowd of colleagues?

It's nerve-racking enough for most men to approach a woman they don't know and ask for a date. The expectation that he is confident, charming and entertaining.
If he also has to be that in front of a whole bunch of your friends and then ask you out with all of them listening, it's probably too much for most men, in any country or nationality (however much you like the idea of a man who can pull that off).

Can you join the lunch queue with him? Get in an elevator with him?
Something to allow the two of you to start a conversation.

If he still doesn't get the hint, then he's probably just not single.
