Yes, sorry, I just heard from a reliable source that this situation has been distorted significantly. But, this reliable source says that UCAS is in the process of reviewing the tariffs, that their proposal is going out for review now, and potential changes may be coming.

Not being from the UK, I didn't realize how unreliable the Daily Mail is. Now I know.

Only because they dont want to damage the chances of enrolments from both categories. The uni is only interested in enrolments and the fees ot generates so the obviously dont want to scare any group off!
