Break up of Learner-period in job. What`s the students status?

I seek the guidance of anyone who could make any suggestions, in the case
of my grandson (21 yrs.) who obtained a 3 1/2 year study Course in a Textile
Shop in Bern but has been "Noticed" termination of assignment, with another 7
months to go, on the grounds that the Shop is closing down due to Loss.

Who is responsible now on? If the closing down shop requires the "Student"
to report at one of its Branches, say in Zurich, who bears the extra cost of Travelling? Should not the Education Authorities assign him another similar
place of Training within its School Limits? What are terms and conditions in
such exigencies between the Trainee-Employer and Education Dept.?

He is a Naturalised Citizen and has no Negative Reports. Thanks in advance
for any review.

Swiss Federal Acton Vocational and Professional Education and Training, Art. 14 Apprentice Contract, para. 5 says:

"If a host company ceases its activities or no longer provides work-based training in accordance with statutory provisions, the Cantons shall ensure that learners are able to complete their VET programme in the proper manner."
