has any of you had experience with the DaZ offer for elementary school kids in Brugg AG schools?

I can't recall a single client who ever opted to live in Brugg so I cannot give you any feedback on Brugg itself. Maybe someone else can jump in here.

There are villages near Brugg where I know of clients' children who arrived without knowlege of German and they were given separate language lessons but were also given the opportunity to participate in other subjects with their regular classmates.

I was reading that in 2015 there has been severe cuts in the Brugg school budget and that DaZ classes were affected. I was hoping to hear about recent experience with Brugg school DaZ.

I doubt you will get much feedback about Brugg. It has never been attractive to expats. If you want to live in a town rather than a village, then Baden is a far better choice.

Given your situation, have you considered Villigen? For one thing, taxes are very low. There is a bus to PSI and to commute to Zurich is not difficult. Stilli is near Villigen, and is now part of Villigen.

Isn't Villigen really a tiny village, even compared to Brugg?
Brugg is very well connected to Zurich with the fast train that goes through Baden. Villigen bus connections, especially on weekends, are scarce.

I am considering also Baden, Ennetbaden, Nussbaumen and try to optimize location, schools (including DaZ offer and aftercare), price.
This is why I am trying to gather information to make an informed choice.
