My understanding is that RAV is obliged to assist any legal resident of Switzerland who is searching for a position, even if the person is not eligible for unemployment compensation. This is on the Canton Aargau website (use Google Translate to translate as needed):

"Übrigens: Auch wenn Sie als stellensuchende Person keinen Anspruch auf Arbeitslosengeld haben, können Sie sich zur Arbeitsvermittlung anmelden und sich beim RAV beraten lassen."

To be honest I don't think the 'help' anyone find a job, they have a list of low level jobs on offer but thats all. They are more a 'control' function of the insurance system.

I had about 10 advisors over the years, every single one of them admitted that they could not help me in any way.

Well, if your husband is from Basel and did all the translating, probably he knows a lot more than me about how RAV works, so you are lucky!
Regarding the girl with you, well, maybe her English was not good enough or maybe she's just swiss, have a look on the forum for swiss staring. It's friday

Thank you all very much. I think the regular way of finding a job is still the best, but we wanted to try all options anyway. I am a Microbiologist by the way.
