After job offer how quickly can a EU citizen start work?

After receiving a job offer, how quickly can a EU citizen start work in Switzerland?

Is a work and/or residence permit required in advance or do you apply for these after you start work? How long does this process take?

Works in this order...

Get work contract.
Get flat (address is important for res permit)
Apply for res permit.
Receive res permit.
Go to work.
Get stress from migrationsamt
Get kicked out by migrationamt (unless your boss gives you support and helps with migrationsamt by sending them a letter that you are self sufficient until you receive your first wage)

You can start on the same day as you get an offer. Take you labour contract and passport with you.
