I read from The Local that unemployment is on the raise to a 'whopping'

Is this such a bad number for Switzerland? In the US, the 'real' unemployment rate should be close to 15%!
Also, would like to know what's the chance of a non-EU getting a job offer now in Switzerland (in IT esp. SAP technical and functional). I'm not looking out for one right now but would like to try when the situation is not 'hostile' (like getting a reply to a job application that says 'Can't u see you *&%^#@* so many of our own are jobless' as opposed to a mere 'Thank you for the application. After carefully considering...').
Even last year, some companies were interested in my profile but they didn't want to go through the paperwork. Does a dependent stand a better chance of getting the job if he / she comes over to Switzerland on his / her spouse's residential permit (again, in IT)?
