Is Lunch break meant to be only for lunch :) ?

Hi,

I have interesting problem with HR. Namely I am doing a language course twice a week so I am absent at my company from 10 to 11:45. In these days I am not going for the lunch breaks.

Today HR sent me a email that this not counts as a lunch break. Is there any rule that claims lunch break should be devoted only to having a lunch ?
