RAV, Maternity and Misinformation

So I have worked at a private school in St. Gallen on 10 month contracts the last 3 years with the contracts ending June 30th each year. I am pregnant and due first week of September. I decided not to resign my contract as we were moving to Zurich and Human Resources told me I would qualify for my 14 weeks maternity without signing up for unemployment.

I decided to go to RAV anyway to confirm. They told me I needed to register there first and then I would qualify. So I did all the paperwork required. However, I only put down 9 companies where I applied since I did not know I would need to look based on the info from HR. When I met with my counselor, she told me that she wasn't actually sure if I did need to sign up for RAV but we went through the process anyway. She said I may not qualify based on the fact I only put down 9 knowing my contract was finishing. She then sent me to the Social Services department where they told me I did need to be receiving unemployment to qualify.

So now, my questions are:

1) Has anyone been rejected based on not submitting enough applications in the beginning? Can benefits be approved but suspended until I show more of an effort or is it on a yes you qualify or no you don't basis?
2) How are you notified if you are accepted or not? How long does this take?
3) Has anyone received Maternity benefits when you were not on a contract?

1) you would not be 'rejected', you could only get a financial punishment for not applying enough, you would still be registered. I believe you can stop applying 2 months before you are due and would have to start applying again 5 weeks after the birth.

They state that you are entitled to maternity benefits if you fulfill the requirements for receiving unenployment benefits, you do not necessarily need to receive them. You need to have worked 5 of the 9 months before baby was due which you have. So to me it looks like HR was right.

After the birth you apply directly to the 'Ausgleichkasse' of your last employer using the forms in the website above:
