RAV benefits denied

Hi All,
Would need your suggestions. Husband has been unemployed for over a year now, 13 months to be exact. ( even though he has close to 400 job applications---he is from an industry where the jobmarket is just overloaded now with applicants). He took out some time from RAV, with permission from RAV and Arbeitslosenkasse, to take care of his ill parents in his home country. RAV told him, if he is back, he would still get the benefits if he can prove he was searching and applying during the time out period also. ( which he did indeed, and traveling a lot back and forth because of interviews)
He de-registered from RAV for 6 months. When he came back, registered again---but in the meantime his original “Rahmenfrist” has expired on Sept 30, -he went back to RAV last week of September, and registered again with the date of 2nd of Oktober ( earlier he got a letter from the unemployment agency, if he has not found a job, he should renew his application for unemployment benefits)
A few days ago he just received a “Verfügung” saying that he is denied unemployment benefits because he does not have the required 12 months of employment in the last 2 years ( meaning they count the 2 years from the new registration date).

This is a bit difficult situation--- I have been in an out of hospital the last weeks…he hates being without a job, and now out of the 18 months of unemployment benefits he basically only got 6 months, and the rest is denied because now they count the months with the new registration date?

is there something we can do? or are they correct in proceeding like this?
thanks for any ideas.

You need to write an appeal of what has happened and send it to the person who sent you the Verfugung. Do this as soon as possible.

Wishing you all the luck in the world.

My understanding is the OP is not eligible as he has not worked for a min of 12 months in 24, his previous 2 year rahemnfrist has expired.

How old is he? has he thought looking to change his career? 1 year without a job is making him looking rather toxic and every day more even more so.

You like that word toxic, don't you. https://www.englishforum.ch/2861839-post9.html

I've known quite a few people to be unemployed for more than a year who got back into work, in their speciality, even though they were approaching 50.

Yes I have heard rumours about people getting jobs at around 50, but that is sadly more the exception than the rule and the longer you are unemployed the more "toxic" you become.

Yep, highly opinionated and lacking knowledge and experience of the country. A combination best ignored.

Ah. Today I learned. Any opinion not being in support of mine is clearly "highly opinionated" and most certainly lacking knowledge and experience.

Especially if the person having such opinion in a Swiss citizen having around 20 years of working experience under his belt. Nothing says more "I know what I am doing" than that. Very clearly. Have fun. And dont let your valuable opinion ever be interrupted by someone not agreeing to it. We all know only a group of Yes-Men will be successfull, dont we all?
