Hiring staff: New rules forthcoming, also for cleaning ladies et al

As you may be aware, new and adjusted employment regulations come into force by January next year. This is a consequence of the Masseineinwanderungsinitiative, a national vote held a few years aog that intends to reduce immigration.

The important thing is:
Implementation rules for the above demand that residents must be given precedence over non-residents.

According to 20min.ch, that means starting with next year and under the current version of the new regulations, every job opening must also be registered with RAV (office on unemployment, chômage bureau?), failing to do so comes with a fine of up to 40'000 CHF.

Previously, you may have simply put up an ad in your local Migros or Coop, that's no longer enough even if the job is only for 2 hours per week, or if you're looking for a boy in your town to mow your lawn.

Mind, this is work in progress, the last word hasn't been spoken yet. Certainly nobody can be interested in creating such a monster in bureaucracy - RAV would simply be overwhelmed by the additonal workload. And yet, the above appears to be the current intentions and state.

Stay tuned and inform yourselves before you start looking for that handyman, lawnmower or cleaning lady.

The part of how to handle all the incoming applications after you have posted at RAV might be a tad annoying.......

I donīt fully get it though. Hiring a cleaning person in almost any case will be someone who already is in Switzerland?

Maybe if the RAV has the opening on their radar, and they secure a successful hire, it makes their statistics look good (look how many jobless we've managed to fix)? Otherwise, dunno.

I guess its a way for them to try and fill the position from within Switzerland. If I want to bring someone in from outside Switzerland they can say, but RAV has Swiss/permit holding candidates you must take these..etc

I don't have the source to hand but I read somewhere recently 30% of jobs are filled by word of mouth, 40% filled via internal recruitment... which leaves 30% of all available jobs advertised to the public. Those 30% of publicly advertised jobs are usually very basic or very specific. As anyone who's looked for work here will attest, if you're not very basic nor very specialist it's a dark world out there, especially as a foreigner.

Job seekers have a hard enough time getting a foot in the door as it is. I welcome the principal of a level playing field but the reality regarding administration - handling so many extra applications etc. - of the plan seems bonkers.

Vitamin B (via friends of friends) is the Swiss way to find a job here, as accepted by RAV, careers advisors, unemployment programs, anecdotal experience. I just see more box ticking with this idea, although it sounds good in principal.

There's always a justification to employ the person you want, though. Employers discretion.

Depends very much where you live some of us live within walking distance to another country.
