Working 70-100%

I've seen many job advertisements, where they specify work load, i.e. "Software developer 70-100%".

What does this actually mean and what does it say about the company?

Does it mean that one would be working anywhere from 70 to 100% of work load per each month, depending on how much he would be needed by employer, or that one would work some fixed rate, which is negotiable between 70 to 100%?

Is this a red flag? A way for start ups to decrease costs and squeeze the most out of employer?

It depends, it can be either. The only way to find out is to ask the prospective employer.

Not generally, no, rather the opposite eve. Though as usual, exceptions may apply.

It means they are willing to take people who want to work part-time. Usually means a fixed contract in which you work a certain percentage per month - say 80%.

It's a very desired kind of job, specially for parents with young children.

It does not reflect negatively on the company, quite the contrary.

I need more time for myself and that's why i'm looking to work less than 5 days per week.
