ALK/RAV: Penalty for not searching a full time job?

The ALK monthly questionnaire contains the question:
"Are you looking for work to the same extent (%) as in the previous month? If no, what is the total amount of work you are looking for?".

Am I correct that this means what % am I able to work, i.e. is this my "workload" during the RAV? I.e. if I am doing training, childcare, sick, etc. I should wrote less than 100%, that's clear.
Or is it about my intent, how much of a workload do I want to work, when I actually have a job offer?
Because my worklaod intent is depending on the salary offer, which I can't know yet. If a good salary is offered, i.e. contract, which is what I have done so far, then I am willing to work in 100%. But the usual permanent positions offer a much lower salary, and for a low salary I am willing to work maximum only 75% (because sooner or later a contract offer will come again and recovering my health is more important than selling my whole life, even if I can't save anything for some months).

I guess most people would say don't worry about it, just write 100% on the ALK form....

But how will RAV/ALK react if I get rejected by an employer just because they don't allow me the 75% workload? Would they ask me to refund the 25% for all the previous months I was on RAV? Obviously, I would not ask ALK for top-up my lower salary (even if I will earn less in 75% than what I currently receive from the RAV with my 100% job search). It wouldn't be fair to penalize me, because for I'm still willing to work in 100% workload....

The whole dilemma wouldn't exist if ALK hadn't put a maximum on my "insured earnings". If that cap would not exist, then I would not hesitate to write on their form that I am looking for only 75%....
