...because the shareholders ask to replace the CTO but the CTO is an old buddy of the CEO/founder, so the CEO puts out a fake ad for CTO position but never hires anyone for months...
...and you can imagine the joy of the HR regularly getting called by candidates to ask if there is any news...

...just a speculation, of course nothing of this is ever happened

And market research. To better understand how many people with certain skillset are available, how much they earn/willing to sign for, which companies they work for, etc. Gives them headstart when real need occurs.

But this is mostly happening for junior to mid-level positions only.
Seniors do ignore recruiters by default.

You use job sites and try to introduce yourself on LinkedIn to someone who can influence hiring. The recruiters here aren’t worth the chair they’re sitting on, they never followup and Interviews are very infrequent compared to applying directly.

ehh... by using their networking? there's always somebody you know, or you know somebody who knows somebody. talking to recruiters is an ultimate waste of time.


nevertheless, back to the original question, will reiterate once again - 115k for senior sw engineer at MSFT in Zurich is crappy offer and OP shouldn't take it, unless he is completely happy being hugely low-balled, or has some other (non-professional) urges to relocate to Zurich in short term.
