Any paying member of the EBU (European Broadcasting Union) can participate. they don't have to be in Europe.

Australia has participated in the Eurovision Song Contest five times since their debut at the 2015 contest in Vienna. The country's best result in the contest is a second-place finish for Dami Im in 2016. Australia also finished in the top ten in two of its other appearances in the contest, with Guy Sebastian finishing fifth in 2015, and Isaiah Firebrace finishing ninth in 2017.

Australia is an associate member, not a full member, of the EBU. Associate members are not automatically permitted to participate in the ESC (only full members have that right), but Australia was invited to do so in 2015 as a publicity stunt. The stunt was very successful and Australia placed fifth, so they were invited back in 2016 where they came second. And the rest is history...

Israel, on the other hand, has been a full member since 1957.
Turkey, Morocco, Lebanon, and Tunisia, none of which are in Europe (Turkey, sort of, but not really) since the beginning in 1950.

Tell me did Australians also stop up into the wee small hours of the morning to watch Jeux San Frontières ( also from the EBU stable & going strong in
the 1970's & 80's) known as It's a Knockout in English speaking countries and if so did Australians feel the urge to setup their own Knock Out teams down under ? https://www.youtube.com/watch?v=UX19iWZnUZ8 |

But the answer is yes, It's a Knockout (co-hosted by the exceptionally annoying Fiona MacDonald) was a popular TV show in Australia for a few years from the mid 80s.
