My neighbour has completely disregarded the confinement measures. It specifically states that the food and water supply cannot be outdoors. Our efforts to report her were in vain. The authorities maintain they do not have the resources to control the situation.

Is that confirmed?

The last i heard was that dead birds had been found and there was a strong suspicion, but that the veterinary inspectors had not yet confirmed the exact strain.

This strain of bird 'flu doesn't seem to be very dangerous for humans, but wild birds are dying all over Europe, they have been migrating from Russia, via the Baltic sea, to winter in the middle or southern Europe.

The monitoring is made by the Cantonal veterinary departments, so you can't expect the results to be made public, but they can tell you if you ask.
