If one had already asked for asylum in CH and is waiting for a decision ( N and S permits ), there is a limited possibility for treatment ( eg life threatening ). All N permit holders are given a limited form of collective insurance guarantee ( supported by Helsana, max. CHF600 a month for minor ailment such a dental extraction and visits to a GP but can be extended on a case-to-case basis ) by their officer in charge of their asylheim. Treatment cannot take place until and after a competent officer has obtained clearance from both the local Cantonal Alien´s Police and the BfM, Bern together with an opinion from a competent social worker.

For Sans Papiers ie those who have lost an appeal or had their N permit revoked or subject to removal procedures ( in all cases without a permit ), there is no coverage from the government, but an organisation might be able to help in limited circumstances.

The government here through established organisations bring in patients from abroad in need of treatment in very limited circumstances, and these are normally not asylum seekers but within the humanitarian space. These are best initiated by an organisation abroad representing the patient(s) to the local Swiss Diplomatic Mission ( Chancery / Consulate General ) who will forward the formal written request to the BfM, Bern for adjudication and direction over the issue.
Hotels ? Maybe as part of a medical / wellness tourism package.These are not cheap considering CH.

All foreigners coming to CH with a visa are precluded from applying for asylum, except in very limited circumstances called refugee sur place ( diplomats, change in sending country circumstances eg Tiananmen Square like events etc. -
case law is here ) and should not be attempted as it will be likely seen as misuse of visa grant. By that same token, all visa free nationals ( Malaysians, Singaporeans, Japanese, EU etc. ) are also precluded from applying for asylum ( exceptions exists like mentioned above ).

But does anyone know is there an opportunity to ask swiss government to pay for treatment in switzerland for a foreigner without permit????
I heart some rumors about that...like if your country can't give you or pay treatment for you, you can ask the government for example here...well sounds fantastic..but may be someone heard about that??
and may be someone knows smth about orthopedic treatment here?
may be there are some hotels here that organize some procedures also??
