Review / lower alimony payments

did anyone have experience with reviewing / lowering alimony payments as per Art. 129 of family law?

when the decision was made about alimony payment amount, there was a certain income the decision was based on. 10 years later the income is less while the living cost is more, so I would like to apply for adjustment.

Art. 129 says "In the event of a substantial and enduring change in circumstances, the periodic maintenance payments may be reduced, cancelled or suspended for a certain time".

Now, what is "substantial"? is 10% drop considered "substantial"? What about 20%?

Any advise is helpful. Also, if anyone knows good family lawyers in the area of Basel - please let me know.
