Where to check car seat install in Geneva?

In the US you can go to firestations and police, I think, and have them check your car seat and make sure it's installed properly and that you're strapping baby in correctly. Is there anything like this in Geneva? I have a 5 wk old baby and a Bebe Confort Creatis Fix c****at and I can't seem to get the shoulder straps on properly-- it just seems like his shoulders are too narrow to hold them up, so I tighten and they just slide down his arms and it just doesn't seem very safe.
