KESB & Orphan

I heard from a friend that in Switzerland, if children lose both of their parents, they will be sent to foster family by KESB, no matter what their parents' last wills say.

I tried to look around in KESB's website but couldn't find the relevant docs. Does anyone know if there's any links that support that statement? What if the children are immigrants from other countries and all close friends/relatives do not live in Switzerland?
