In my experience, your partner will be able to open a bank ccount if he/she has the Auslander pass which is the form of ID you will be given as a foreigner here. You will only get this if your are entitled to settle in CH. So, I assume your partner will be living here legally, then just take the ID pass to the nearest bank of your choice and ask to open an account.
Your non-working partner will probably be able to get a plain vanilla bank account - pay money in, take it out again with a bank card. Without an income its hard to get a credit card unless you get them one on your account. There isn't much to choose between UBS and Credit Suisse but if you open a cantonal bank a/c you might find it hard to withdrawn funds from a cash machine outside the canton.
If your partner finds work, the banks offer more facilities.
As far as health insurance is concerned, again if you're here legally, you will have to get it and the local authorities will write to you asking for details of the policy. 'Sanitas' seems to be ubiquitous here but there is some choice.
You might find it worth asking the forum, or checking for existing threads, on the best value for money.
