Non Resident Opening a Post Finance Account?

My sister is here with us for 3 months. 88 days to be exact. Can she open a Post Finance account with only her US passport? Does she need a residence permit? I don't know because I had them when I moved.

According to the end of this thread, it sounds like they are now requiring residence for non-Swiss Postfinance account for non-resident (tourist)

Other banks might be more lenient (definitely not UBS, probably not credit suisse) - if she did get one open, remember that she would need to fill out the FBAR for the IRS if the amount is above 10,000USD at any point during the year (I'm assuming she's American)

She can probably open a savings account in the Cantonal Bank, and don't tell Uncle Sam!

She would require a residence permit.

FBAR is when a bank account or combination or bank accounts exceed
$10,000. Otherwise, she would be exempt.

So FYI, I was told yesterday at PostFinance that from 1. January 2013, all PF accounts whose owner has an address outside Switzerland will have to pay an additionnal fee. Apparently it is currently free.

The 7'500 CHF limit still waives the account management fee, but no amount will waive this foreign address fee. Which is 5 CHF / month for FR-DE-AT-IT, and I think the lady said 10 CHF / month for middle east, so it could be different according to your address.

Note that UBS quoted me 40 CHF / month for the same thing (applicable since last year), except that it doesn't apply if the account holder has more than 50'000 CHF in the bank.

Does one know or guess if all banks/PF plan to progressively increase their fees for non residents?

The following article from mid June writes that Post Finance will have closed the accounts of US person who do not live in Switzerland and are not dual citizens by the end of the year:

Most or all Cantonal banks will have closed the accounts of non-Swiss US persons by the end of the year, for example:

They told us they will be even closing the accounts of folks who are residents, if they are not married to a swiss citizen, or have dual status.
