haven't downloaded or read it. assuming tl;dr

let me guess: nobody did anything wrong, but will improve guidlines for the future?

Its only 2 sides, nobody did anything wrong! Why would any changes need to be done?

Thats whats interesting about this press release. Nobody has done anything wrong, but lets 'tighten regulations' and 'strengthen compliance'.

In laymans terms, transactions by board members will be even harder to track, the media will be kept well away, and the public can sleep safely knowing that no crime has been committed but rules are being improved anyway to ensure whatever happened doesnt happen again
