Do German shops have to refund VAT with stamped form?

Ive shopped at some stores that are further away from the border. Two have them now insisted they will only work with Global Blue and not refund any VAT at the store. When I say Ausfuhrschein, they are completely clueless....

If I buy something and fill out the form myself, and have the form stamped then does the store have to refund the VAT?? Is there any law or rule that says the retailer must refund the VAT if i present the stamped form and receipt? What if they refuse to do so???

They are NOT required to refund VAT.

The are allowed to, but not obliged to.

Goods and services sold in Switzerland will be charged the MwST/VAT. If the shop does not charge MwSt/VAT, then they are responsible to provide proof of export. Normally, refunds at the border or via such groups as Global Blue. I would not accept somebody showing up with an Ausfuhrschein. Too risky for me
