strange 3a account interest behavior?

I have a 3a (3 Seule) account in a known reputable bank in CH. When I opened the account back in 2006 I don't remember exactly but I recall the interest rate being something like 2.5% but my memory could fail and I threw away the records . I didn't pay much attention to this but now I realize that the interest decreased over time, which doesn't make any sense to me, or??? Am I missing something here? Can they change the interest rate yearly without announcing it?

They are not fixed interest accounts and the rates have fallen over time...

They can change the interest rate even during the year.

On the other hand, you are free to move your account to another bank. Some still pay in the range of 1.7 to 1.85%.
