Social Security Switch - Need "Official Signature"?

Hi all - I have a weird issue and I can't figure out what I need to do.

Ending in Oct 2014, I was in Zurich for 3 years. Paid Swiss taxes; filed in the US but never had to pay anything extra since I made under the exemption. I also had a few small contracts in the US and paid my US taxes on those.

Here's the issue: I'm now back in the US and have a contract for work from my previous, Swiss employer. Their HR/accounting department is asking for an official, signed letter from my "social security authorities in Washington" which guarantees that I am back in the US system and don't need to pay Swiss Social Security.

I've tried to explain that I never "left" the US system, but that isn't going anywhere. Since I've never dealt with anything like this on the US side I don't even know who I would call for such a thing. Just ring up the front desk of Social Security?
