Tax & AVS numbers

I have been asked on behalf of a Swiss citizen who has never lived in Switzerland but is moving there with her Swiss infant and will work "for up to a year" for her current foreign employer while looking for local employment, how she will obtain an AVS number and "numéro de contribuable". She is collecting the document(s) asked for by the Population Office and those numbers seem to be among those asked for. Along with a Certificat d'Etat civil, which she has ordered. (Housing, language and other stuff people are supposed to worry about are not issues in her case as she has family and was educated in France. She was told to bring a "attestation de logement".)

When a foreigner registers for the first time in Switzerland, the AVS and tax numbers are allocated. Presumably the same would apply to a Swiss who has never lived here.

OK thanks. If it makes a difference, her current employer is a Canadian company registered to do business in the UK and she is paid under their PAYE system with UK tax and National Insurance contributions withheld. I think (but don't know for sure) there is an allowance of a few months before she has to switch to the Swiss systems. The Canadian company is my client. It will surprise nobody that the firm doesn't want to be considered doing business in Switzerland, having a permanent establishment there, or registering there for anything.
