Italy "Export Tax"?

I was going to buy some things on the internet from a small store in Italy, the good total was 90EUR, shipping 27EUR...but then the guy says he has to charge an "outgoing Douane fee" of 63EUR (?!). (Altho he did remove the 20% Italy tax from the goods

I've never heard of an "outgoing tax/fee" before, altho I hear Italy can have some strange postal rules sometimes. Has anyone ever heard of this before?

Maybe he's using some agency to take care of the IVA stuff. Otherwise you would have to do it yourself at the dogana and then get a refund of the IVA from the seller, directly.
But it seems very stupid since you end up paying more.
