Does that apply to everyone or only tourist visa? You have to be out of the country for 90 days after you've been there for 90 days? Sounds strange

If she stays with the same people for prolonged periods I guess she'd risk being 'shopped' by nosy neighbours though.

It's supposed to apply to everyone tourist visa or not. Though as Belgianmum says, policing EU nationals inside Schengen isn't really done. But the law in Switzerland and other countries is that if you're here for more than 90 days then you should register as a resident because tourists are only allowed to be here for up to 90 days at a time.

"Anyone who works during his/her stay in Switzerland or who remains in Switzerland for longer than three months requires a permit."

which would also require you to get Swiss health insurance btw.

Then the 90 day in & 90 day out is irrelevant & the OP can live here if they choose to do so, nothing nosy neighbours can do about it. An L permit can be issued after 3 months as a job seeker after being a tourist.
For EU passport holders there is no entry / exit recorded.

Within Schengen, correct, arrivals/departures from outside Schengen may differ, especially if via UK etc, or upon 1 st arrival in Schengen from outside

Regarding the orginal question, it is possible to open a PF account if registered in a neighbouring country, so if you have a valid French address you might be able to get everything sent there to get set up. Please check the fine print on their website, available in English and French
