Quellensteuer reassessment after leaving Switzerland

Hi everyone,

I will leave Zurich and Switzerland after my employment contract ends at the end of this month. One issue I've not been able to find an answer for is that of Quellensteuer / withholding tax reassessment (due to my Pillar 3a contributions) once I leave. Actually, there are three sub-issues:

(1) I am still waiting for my refund to be credited for 2014 (it was marked "Angenommen" in August 2015, but nothing happened since). The problem is that I am obliged to close the PostFinance account it's supposed to be credited to once I move. Will I ever see this money?

(2) I am filling out my reassessment case for 2015, but again, I will not have a bank account open in Switzerland to nominate for the refund. Can I nominate a foreign bank account?

(3) I suppose that I could pay into my 3a account for 2016 (not sure if this makes sense), but if I did, will I be able to apply for QsT reassessment next year from abroad?

Any help would be much appreciated; the Zurich tax office themselves has essentially ignored my emails / letters asking the same questions (I'll be attempting to badger them on the phone for answers this coming week).

I can confirm your point (2) - yes, you can specify a foreign account for money to be transferred to. (confirmed by a lady at Basel Steueramt)

As for the other points, I am interested to hear the answers too.

Just received the same information from the Zurich tax offices too!

Regarding the other points, she said that reassessment is possible after leaving Switzerland only if you provide a local contact person on the application forms. I will do this for 2015, and will write to them again with these details (plus a foreign bank account) for the pending 2014 payment.

Let's see what happens!
