Tax rate - steuerfuss for Kt Zurich

Help! We just received a bill from the lovely tax people for the year 2014! I immediately noticed that for the year 2014, we have been taxed at the Zurich city steuerfuss of 119, instead of that where we live (lower).

I called the Steueramt and explained that we only lived in Höngg for 2 months, and from April to the end of the year 2014, we were resident in Otelfingen (in Kt Zurich), so my uninformed view is, we must be charged at the Otelfingen rate. Strangely, I was told that up until 2017, the steuerfuss used in Kt Zurich is the place of residence at the 1st January (so, 1st January 2014 for us), and not December 2014!!

Is that really the case? I am surprised that our accountant did not mention this TINY piece of information! Has anyone made a successful appeal to the Zurich Steueramt regarding a similar issue? TA

Yes, that's correct. You could have applied for an exception, they used to grant them upon request if your initial stay was as short as that, but now after they sent you the bill it's too late

From my knowledge it is correct. In 2014 it was relevant where you lived in the canton on January 1st (except you moved form an other canton) or maybe in your case the first place of residence when moved from aboard.

Here the change of the tax law which changed it to the end of the tax period.

The change from "location at start of year" to "location at end of year" for moves within the canton happened quite by stealth it seems.

Ah, that's annoying that we cannot do that at this stage. We'll still make some enquiries, as the last correspondence we have from the Tax office showed that we owed 0 Fr.

Thanks everyone for confirming that the ZH tax office does indeed count the first place of registration in Kanton Zurich for the tax rate! Despite all the time I spent on EF in those early days, I guess I must have missed that crucial piece of info!

That must be for federal taxes. Don't worry, the big bill will come in a month or so

Used to count. Not anymore from 2017, but of course the old rules still apply to previous years or it'd be unfair to people did the move opposite of yours

The letter was for Staats-und Gemeindesteuern, so not at the federal level! Anyway, looks like we have to try our luck, and see if we can somehow reduce the liability.
