Unfortunately any other bank would have done the same. Do remember the fines the US has imposed on the Swiss banks? They just want to avoid that.

Go back to your employer and make alternative arrangements to pay you where you are. Yes this could possibly affect your taxes where you live but why shouldn’t you pax taxes? The vast majority (excluding some diplomats) of us do pay taxes where we are resident.

Yes and no. I have had permit B from 10/2017-10/2018. And I plan to apply for it again soon, since my research trip is going to be over and I need to go back to Lausanne for more work, for 2 more years to be precise.

What Medea is talking about are people who have permits that are still valid when they leave, but because they were gone for too long, the permits expire early.
This is the law referred to in the Foreign Nationals Act:

"Section 2: Expiry and Revocation of Permits

Art. 61 Expiry of permits


1 A permit expires:
a. on notice of departure abroad;
b. on the grant of a permit in another canton;
c. on the expiry of the term of validity of the permit;
d. on expulsion in terms of Article 68.2

If a foreign national leaves Switzerland without giving notice of departure, a short stay permit expires after three months, and a residence or permanent residence permit (expires) after six months. On request, a permanent residence permit may remain valid for a further four years."

Since your permit expired in October (c) and wasn't renewed, you are no longer a resident of Switzerland so you wouldn't get an attestation.

I'd be more concerned about your employment in general.

a) Can you even still be employed by the uni at the moment without having a permit?

b) You will not be able to apply for a new permit I don't think. Since it's expired the uni is probably going to have to go through the whole non-EU hiring process again to get you a new permit.

Well, it would probably help, but as a non-EU national he'd still have the permit expiration problem and the bank may still not be happy to let him access the account.

Thanks, Madea. You are exactly right! Uni will have to go thru the hiring non-EU nationals process again. It is a pain. Looking back, this could be avoided if I renewed it before mine expired. Well, some ill advice got in the way.
